Artificial blood is a must have. You can add a few drops around the mouth, or paint your hands and face in red smears. Add a few blotches to your clothing as well. Remember, once you put it on your garments, it may not wash out. So make sure you don't mind staining your costume.
The traditional version of Count Dracula Halloween costumes is instantly recognized by the black slick hair and flowing dark cape. Adding a widow's peak to your forehead is a given. Use makeup or face paint to add that deathly pallor so common to the living dead.
Another option for this famous Halloween icon is a more modernized approach. Consider what Count Dracula would wear today? Obviously he must update his wardrobe to fit in, or he may have a hard time finding an unsuspecting victim. This is of course a matter of opinion, so ready your valid creative license and start brainstorming!

Does he wear leather and ride a motorcycle? It's your costume so you get to decide who the Count appears to be.
If you're aiming for a more traditional Count Dracula, complete with period style clothing, there are plenty of websites that can provide inspiration. The film Interview With the Vampire is another excellent source. As the movie progresses, you can see a slight change in the clothing styles. That is of course, if you're going for the Dracula of a century or more ago.
